ftpget server failing too rapidly

Hello.

I seen following in cache.log just now:

1998/04/18 17:21:21| Ready to serve requests.
1998/04/18 17:21:22| WARNING: Exceeded 'cache_swap' high water mark (6862015K > 6809600K)
1998/04/18 17:21:22| Restarting ftpget server...
1998/04/18 17:21:23| ftpget server failing too rapidly
1998/04/18 17:21:23| WARNING: FTP access is disabled!

How to determine reason for failing? Could you explain this?
