ACLs for using Squid in Proxy- and Accel-Mode

Hi squid-guys :)

I'm currently running Squid in both modes : Proxy- and Accel-Mode. This
works fine so far, but I've got a little problem with Access-Control :

I only want a range of IP-Adresses (e.g. my Dial-Up-Users) to be able to
use proxy-functions.

All others (including my Clients) should furthermore be able to use Squid
in Accelerated-Mode.

Here goes my question : Is it possible to define ACLs so that the above
will work ?

I thought of something like allowing all "internal" IP-Addresses
unrestricted access. Furthermore, all other IPs shall be able to access my
Webserver by defining an acl type of 'url_regex'.

Any suggestions ?
