Squid does not rotate it by itself. The 'logfile_rotate' parameter
"specifies the nr of rotations to make upon receiving a USR1 signal"
but *you* must issue this signal! (Manually or with crontab).
So: 'kill -SIGUSR1 <squid's PID>' or 'squid -k rotate' .
