Sort of. What Squid can do is to distribute the load on more than one
server in a round-robin fashion, and detect if one (or more) is dead and
then stop using the dead IP address for a while.

To get this you have to set up Squid to accelerate using host names that
resolves to all IP addresses of the servers, and use a version of Squid
that support connection retries (included in 1.1.22, patch available for
earlier versions).

Another option is to use a redirector that monitors the servers and
redirects requests to the appropriate server.
