Perhaps you are only sending misses and IMS queries to it. Try clearing
your Netscape cache ;-)

I get TCP_HIT when it is a plain hit and TCP_IMS_HIT when it is a
If-Modified-Since hit (the browser has a up-to-date copy cached).

TCP_IMS_* is when the client does a If-Modified-Since query to check if
a locally cached (browser cached) object is up to date.
