I didn't write one for 1.1.16 specifically, but if I'm remembering
correctly the 1.1.14 version applies sucessfully aside from the
version.h file, which is simple to change by hand.

However, you may want to first try applying the 1.1.20 version, which
may apply sucessfully to 1.1.16, since the 1.1.14 version does not
#ifdef the patch.

Also, there's a 1.[1|NOVM].21 patch at that site, for anyone else who
might be interested.

Squid 1.1.22 includes the functionality, but does not include the
ability to manually remove an entry from the IP cache before its TTL
expires -- this is in the ipcache purge patch available at
<ftp://ftp.comshare.com/pub/squid/ipcache_purge.patch>, since I
finally realized how to approache the problem shortly after 1.1.22 was
released.
