Both proxy farms are proxy-only (i.e. not caching)? Why would you want to
use ICP?

Hi, I want to setup a relation between two proxy farms for two ISP. ISP1
    has three proxies A, B and C setup as proxy-only, closest-only between
them. ISP2 also has three proxies D, E, and F setup as proxy-only,
closest-only between them. To establish a relacion between ISP1's
proxies and ISP2's proxies normaly I have to setup a peer between each
    proxy from ISP1 and ISP2: A-D, A-E, A-F, B-D, B-E, B-F, C-D, C-E, C-F.
That's a lot of ICP packets. Is there someway to setup a ICP relay proxy
in each proxy farm, in this case A and D, that you only setup a peer
between A-D? when A receive a ICP query from ISP2 and has a MISS, it
will re-send the query to B and C and choose the best answer to send it
back to ISP2. I think in this way a proxy farm will work as one proxy.
If parent proxies from NLANR connected to vBNS would work in this way
they will look as one big proxy.
