  censorware and filtering-proxies. The user first visits a site
  running the Anti-Filtering-Proxy-Proxy. Assuming this site is not
  blocked by the local filtering-proxy or censorware, the user is
  then free to browse any other web sites free of filtering-proxy or
  censorware restrictions."

Not that there's anything new about the concept...
