(1) Make sure `squid' is a real user then.

(2) Make sure the squid user as R/W to the cache an at least R to the
    configuration files.

(3) Look for the word `user' in squid.conf, ie. cache_effective_user.

You'll also probably want to change the group.

What version of squid? With 1.2 you can use `acl blah dstdom_regex',
don't know about older versions.

(Anyhow, prevent lusers from doing this is only going to delay them,
they will get it sooner or later it much more effective to block the
IRC port(s) on the router and screw them that way).
