You could perhaps change Suqid to ignore (and filter out) any
"Content-Length: 0" header.

Removing Content-Length support all together is not a viable option as a
large number of things depend on Content-Length. The two most apparent
ones are persistent connections and error detection (do not cache
objects which are incomplete).
