Which brings us back to the question: Is this a reasonable default
behaviour?

I beleive that it is not. The default should be to abort as soon as all
active clients have aborted, and if one wants to allow Squid to continue
downloading objects after the last client has aborted then the
administrator should be required to configure the quick_abort limits in
squid.conf.

I can't think of a single situation where unrestricted continuation of
downloads are a wanted feature, but a large number of situations when it
is not.
