comm_udp_sendto: Host is down / FreeBSD

I'm running up 2.1Pre on FreeBSD 2.2.6-RELEASE and finding a lot of:

1998/10/28 16:14:18| comm_udp_sendto: FD 54, main.proxy.ip.address, port
3130: (64) Host is down

        (main proxy is defined as a sibling)

Without going into too much detail, the main proxy is FreeBSD 2.2.7,
another proxy is also 2.2.7 and only sometimes sees this problem, and a
2.2.5 (I think, its another ISP) squid 1.1 box has the problem sometimes,
but I think thats due to excessive latency (circa 1500km ;) )

So far I've increased the network buffers on the 2.2.6 box, played with
udp_incoming/outgoing settings on various boxes, ensured various sysctl
settings are consistent (grrr, bloody xylogics legacy) and a number of
other things. Its going up to 3.0-release when another drive arrives.

Any ideas?
