You probably were :-)

You want class2, and you want to make sure you've applied the bugfix to
delay.c where it says delay_class3_individual and means
delay_class2_individual (it's quite clear when you look at the source, or
just read the archives/look at the 2.1PRE releases).

Then you put a per host limit of 8kb/sec and either leave the class2
aggregate limit at -1 or set it to some larger setting (eg, so that there's
space left for interactive users always).
