time offset

Hello to everybody

I have a squid up and running, and only have a problem with the
http-pages which will be generated by squid. So the text at the bottom
says:
"Generated Sunday, 15-Nov-98 00:13:52 GMT, by
ftpget/1.1.18@router.rs.speechmail.com"

This is a nice message but a lie. Then it is now 17:13.52 in germany and
of course still saturday! So ftpget or squid are 5 hours ahead.

The computer of course has the right settings and the hardware clock is
running in local time, which is MEZ.

So, where and how can this message be changed, to show the right time
and date
