HELP: SQUID 1.1.20 need to RESET cache

What is the proper command to completely purge and rebuild the SQUID cache?
I tried squid -F and after awhile of just sitting there is reported FATAL
error opening HTTP port. I tried squid -z and it said directories already
created.
