HotMail are a bit faceless for support (very hard to pin down a live
person - bit like Netscape). They may have had problems with users
using your proxy server and being a nuisance although it's the first
time I've heard of them not allowing access.
Perhaps pick another IP address for your server that you run Squid
on.
