about authenticate

I am using squid2.0 on FreeBSD2.2.5 box. How can I make authentication
work?
I followed these steps:
  1.%cd some/directory/auth_modules/NCSA
  2.%make
  3.%make install
all things look like what is said in squid.conf example.
but everytime I got the "deny" response,why?
