197 FD active and WARNINGS.

        Hello,

2 months ago, when I run Squid 1.1.20, I had no problem
with file descriptors. (Linux 2.0.34, Filedescriptors: 256)
When I run Squid 2.0 RELEASE, I've got WARNINGS (from cache.log):

1998/12/02 11:01:16| WARNING! Your cache is running out of filedescriptors
1998/12/02 11:01:32| WARNING! Your cache is running out of filedescriptors
1998/12/02 11:01:48| WARNING! Your cache is running out of filedescriptors

Using Squid cache manager, I saw that only 197 File descriptors are active.
Why Squid told that my cache is running out of filedescriptors, though I had
more than 197 FD ?
IMO, it must use at least 256 FD before send WARNINGS.
