After a glance at the sources it appears that you need to include an acl:

acl PURGE method PURGE

in your squid.conf. Does anyone know why PURGE is protected in this way? Can
I suggest it have this ACL defined in squid.conf by default, but with
perhaps the following lines also included:

http_access allow localhost PURGE
http_access deny PURGE
