I have Red Hat 5.1 with squid1.2NOVM. I had to do the same thing. I
had a parent witch access to internet and another squid without
access. I needed to send all requests to the parent cache. On the
second squid I set

inside_firewall none

in the conf file. It tells the cache to forward everything to the
parents. The problem is if there is a problem of comms between them
and the parent cache does not respond it will give an error. I solved
that using two parents witch access to internet and the children
caches using round-robin on them.
