Where is ncsa_auth?

I'm running RedHat 5.2 with kernel 2.2.1. I am using Squid from
the redhat contributed RPM, I found at http://rufus.w3.org,
squid-rhcn-2.1-8.PATCH2 and I'm also running apache, apache-1.3.3-1. I want to use authentication but I cannont find ncsa_auth or any other authentication program included.

I looked through the FAQ at http://squid.nlanr.net/Squid/FAQ
and Arjan's proxy auth page at http://www.iae.nl/users/devet/squid/proxy_auth but so far can't figure out where to find it.

I feel like I'm being stupid and missing something obvious, so I'm pretty sure someone can tell me where it is and what I missed.
