Implement it (or have someone else implement it) and send the changes to
squid-bugs@ircache.net. Or ask on squid-users with the hope that someone
else wants a similar feature and are willing to implement it..

Recommendation: Before implementing anything major, send a notice to
squid@nlanr.net to make sure that no one else is working on similar
things. There is also a separate mailinglist (squid-dev) for discussion
about Squid implementation to which one can be subscribed on motivated
request.

There are currently no formal wishlist for Squid (and has never been).
NLANR implements what is needed in their projects or related research, I
implements what I feel like and others implements what they need in
their Squid setups. No one is officially paid for implementing or
maintaining Squid (with the possible exception of when a user needs
something and makes sure it is done by paying someone to do it).
