squid creating files as root!!?

Hi,

I'm running squid 2.1patch2. Yesterday evening all the sudden the
following error messages started to pop up in my logfile after another
mysterious restart:

1999/04/08 19:59:00| /cache1/swap.state: (13) Permission denied
FATAL: storeDirOpenSwapLogs: Failed to open swap log.

Now after that I checked the permissions on that file, and they were
owned by root (I have cache_effective_user=squid in my squid.conf). Also
a number of cache files were also owned by root!
I was forced to stop squid, chown squid:squid all the files and then
restart it, after which all was ok again. How can this happen?
