expire header

Hi,

this is probably a stupid question but I couldn't find the answer in the
FAQ or in the archive.

It seems like our proxies ignore an expire-header if it is sent with a
document. I get a document with

<HEAD>
<META HTTP-EQUIV="Expires" CONTENT="Thu, 08 Apr 1999 18:30:00 +0200">
<META HTTP-EQUIV="pragma" CONTENT="no-cache">
</HEAD>

on my Browser although there already is a document available for 09 Apr
1999.

We use squid-1.1.22 on our server (BSDI 3.1) behind our firewall, which
uses another server (BSDI 4.0) outside as parent which runs
squid-2.1.PATCH2.

Can anyone please help?
