No ICP mmm that's to bad if it supports echo you can do something like this:
cache_peer parent.host.net parent 8080 7

If this is also not supported
cache_peer parent.host.net parent 8080 no-query

next:

hierarchy_stoplist cgi-bin ? your.direct.domain

I think in your case the clue is that your parent doesn't speak ICP (you might
want to ask the admininitrator to give you ICP)
