It is a problem unique to "older" Netscape Navigator/Communicator
releases. The latest Netscape releases are supposed to have this fixed
(not verified, don't know exacly which release it was/will be fixed in).

A simple workaround is to have the "security proxy" different than the
other proxies, for example all uppercase. This setting also obviously
works for all browsers, broken or not.
