TCP_DENIED when port !=80 and <= 1024

Some sites use various ports for different services (violating RFC
1340), and I see a lot of TCP_DENIED because of this:

TCP_DENIED/403 1044 GET http://www.bergens-tidende.no:81/kamera/ulriken12.jpg

The users get "ERROR The requested URL could not be retrieved[...]"

How can I make Squid accept these requests?
