        IANAL, but I think this would be a criminal offence
        under the UK's anti-hacking laws, as you have been
        clearly told that your access is not authorised, so
        any implied permission from the fact that it is a
        web site will have been voided. I don't know if
        Taiwan has similar legislation.

        Your solution is to convince the sites to permit access
        through proxies or to convince your users that their
        problem is due to the policy of those sites.
