Sorry. Squid 1.X is no longer supported, and most answers are based on
Squid 2.X.

Squid (at least Squid 2.x) works according to the old (now obsolete I
guess) Cookie documentation stating that the Set-Cookie header is always
private but the page content may be cachable according to HTTP
specifications.

RFC2109 (current Cookie documentation) states that Set-Cookie header in
HTTP/1.1 is cachable unless denied by a appropriate Cache-Control header
(see RFC2109 section 4.2.3). This is NOT yet implemented in Squid.

Squid 2.x behaves like the response always includes a [Cache-Control:
no-cache="set-cookie"] header.
