DHCP and ACL's

We have a customer who is using a Microsoft DHCP-Server to assign their
IP-Addresses.
The problem is, because all PC's are getting different IP's everytime,
that it's difficult to say which user(IP-Address) is allowed to surf the

web and which not.

I heard someone saying that it is possible to use the Wins-names (and/or

Mac-addresses) that MS-DHCP assigns to each IP-Address. If I would be
able to query those, I would have the current IP of each PC. But how ?

Any ideas, comments ?

BTW: The customer don't want Password/Username-Authentication !
