tcp_hit and no_cache

acl local dst 128.123.0.0/255.255.0.0 127.0.0.1/255.255.255.255
no_cache deny local

There are my lines to deny local caching. However, I see:

www.nmsu.edu -> 128.123.3.4

Am I doing something wrong? Why is this page getting cached?
