misconfigured neighbor at 198.142.33.219??

Opps, sorry about the last message saying asking about the private IP
address space (haven't had lunch today so I'm a bit delirious :)

I did a trace to the IP address which comes to (what seems) to be a dial-up!
I haven't any idea why this IP should come up as I have no
neighbors/parents etc set up at all.
