You would probably be better off not using ICP:
cache_peer proxy3.dragon.net.au parent 8080 0 no-query
prefer_direct off
Also, make sure the Squid machine has enough memory to avoid extensive
swapping. Swapping will kill Squid performance.
Squid should in normal conditions have no problem handling a 128K link
on close to any CPU (provided it fits in memory)
