Speed limit?

Would it be possible to give a speed limit for certain sites so that users
have full bandwidth unless they are downloading from www.bigfiles.com in
which case the bandwidth they use is limited to XX K per sec? I know I may
be able to achieve this using traffic shaping e.t.c in the kernel, but can
it be done with squid alone?
