(126) Cannot assign requested address

Hi,
  I have just subscribed to this list to see if I can get the combined wisdom of
the world to sort out a problem I am having with one site.
  
  I am running Squid/2.2.STABLE5 under Solaris7. All my users are forced
through our cache. And our cache has a number of sibling caches at other local
institutions.
  
  When we try to get to one particular site we get the following:

ERROR The requested URL could not be retrieved

While trying to retrieve the URL:
   http://heasarc.gsfc.nasa.gov/docs/lhea/668.html

The following error was encountered:
      Connection Failed
The system returned:
    (126) Cannot assign requested address

The remote host or network may be down. Please try the request again.

  The site certainly isn't down. I can get to it by bypassing our cache. A
sibling institution can get to it going through their cache.
  
  To top it off I managed to get there on a couple of occasions about a week
ago, using our cache.
  
  I am seeing "normal" entries in our squid log:
942798546.466 53 131.236.1.12 TCP_MISS/503 1052 GET
http://heasarc.gsfc.nasa.gov/docs/lhea/668.html - DIRECT/heasarc.gsfc.nasa.gov -

  I cannot find anything in the FAQ describing this error, and the "searchable
archive" URL (http://noc1.cineca.it/proxy/search/) off the Squid Related Mailing
List page fails!
