MSIE attempts to use persistent connections even if the response header
specifies HTTP/1.0 or Connection: close. This is probably skewing the
data somewhat.

Many features of what ultimately became HTTP/1.1 are widely in use under
1.0 (cookies, persistent connections and the like). Squid _does_ use
persistent connections (as of 2.x), and MSIE has always tried to use
them, regardless of the server's indicated level of support. (At least
since MSIE started supporting them at all)
