You need to install the cachemgr.cgi binary in a way you deem suitable
on your web server. The RedHat RPM no longer installs it in your web
servers cgi-bin directory as it is a dangerous tool to give access to
everyone.

If you don't care who can execure cachemgr.cgi on your machine then copy
/usr/lib/squid/cachemgr.cgi to /home/httpd/cgi-bin/

My recommendation is to reconfigure your Apache server to provide a
protected cgi-bin directory for administrative tools like cachemgr.cgi.
