proxy is incredibly slow

Hi...

I have to proxies set up in a hierarchy the parent is connected to a
internet backbone and the "child" proxy (which doesn't have direct access to
the internet) is connected via a 64KBit dial up line.

My problem is that when users in the private network use "their proxy" the
access is incredibly slow. When they use the parent proxy instead speed is
ok (so this can't be some bandwith issue).

The parent is configured like this on the backup proxy

cache_peer 212.18.2.102 parent 3128 3130 default no-query

and "never_direct" is configured allowing all.

What might be the problem? Is there something I should be aware of... I
appreciate any comments. (Btw. both are running 2.2-Stable4)
