what does restore/maximum in DELAY POOL mean?

Hi
 can any one help me to understand delay pool better
for example consider the following line

delay_parameters 2 32000/32000 8000/8000 600/64000

Here I have given delay pool 2 is of type class 3.
what is actually restore/maximum mean? Here for
individual hosts restore 600 bytes/sec is given. why
we are going for maximum 64000 bytes/sec? Is it for
buffering? If it is buffering why it is needed?

Also please explain the directive
delay_initial_bucket_level. why it is needed?
