squid -z permission denied error

I have just installed the STABLE5 version of Squid. I receive this error
when I do the following:

This is what I get when I run "/usr/local/squid/bin/squid -z". I am logged
in as root.

FATAL: Failed to make swap directory /usr/local/squid/cache: (13) Permission
denied

How do I fix it????? Thanks in advance.
