A parent will not fetch a request from a child; you are right to guess
this, primarily from the fact that your parent has no idea who it's
children are from its configuration file. If you make all the children
siblings, and need to take some off-line, they will all simply detect that
certain siblings are missing at certain times and not send them requests
until they come back on-line - perhaps is this suitable for you?
