Hierarchy Problems

Here is my configuration:
x.x.x.x :8080 Squid Proxy connected through a leased
line on a Linux machine (33600 modem)
y.y.y.y :80 WinProxy on a PC with a directPC card, so
good download here (from satellite <2Mbps)

My Clients use x.x.x.x:8080 as a proxy in their
navigator.

In squid.conf on Linux I added:
cache_peer y.y.y.y parent 80 3130

And WinProxy works through Squid but there are many
requests that are fetched direct from the origin
server by Squid using the leased line (slow download)

What should I do that all requests for x.x.x.x:8080 to
be sent to Winproxy y.y.y.y:80 (included ftp)
