This is a bug in Netscape browsers. Afaik it only appears when the
Netscape browser is configured to use a proxy, and the security proxy is
exactly the same as the http proxy.

My guess is that the user has entered proxy settings in this case, and
not using WCCP to reach the proxy.
Workaround:
Locate the user, and have them removing the security proxy settings.
