        304 is "not changed". These would be much more obvious in
        the access log. You need to tell your users to purge
        their browser caches (and any downstream caches) until you
        have learnt the contents of the images.

        See RFC 2616 Sections 10.3.5.

        Basically they are not being cached because the downstream
        users already have up to date copies, so there is no need
        to reload the page into the cache.
