It is mostly obsolete. The same functionality is provided by the binary,
except that the binary does only send automatic crash-notice mails to
the administrator for the first 10 days after Squid is released.
(search for RELEASE_TIME in tools.c if you want to change this. Should
probably be toggleable from squid.conf and not hardcoded in the source
like it is now..)
