ncsa_auth module Still!

Hi,
OK I have found a source distribution for Squid (on the cover CD of a
magazine) it is the same version as I ma using. I unpacked it into a
subdirectory (/etc/squid/Authenticate/tarball - I set up the Authenticate
directory as somewhere to store these files while I work it out). I changed to
the auth_module/NCSA directory and followed the FAQ.
There are two files in here:

Makefile.in
ncsa_auth.c

Make elicits - 'No Target'
Make ncsa_auth.c elicits 'Nothing to do for ncsa_auth.c'

Make install elicits 'No rule to make target 'install' STOP'
Make -f Makefile.in elicits '', needed by `all'. Stop.target
`ncsa_auth@exec_suffix@

I have run out of ideas - you see now why I like rpms!
Any further help appreciated.
