Wccp and squid.2.3-stable2

We are having a heck of a time trying to get the ip_wccp.c to compile it
looks like most of the files aren't in the right location. I was wondering
if there were any tricks of if there is a version already compiled. We are
trying to compile it on a fresh install of red hat 6.1 and squid
2-3-stable2. Any advice would be appreciated.
