you are mistaken. 12.0(6) only has WCCPv1. 12.0(6)T has both WCCPv1 and
WCCPv2, configurable via the global "ip wccp version {1 | 2}" command.

how are you trying to compile ip_wccp.c?
i would imagine that you need to do something like:
   % gcc -D__KERNEL__ -I/usr/src/linux/include -O2 -fomit-frame-ponter
-fno-strict-aliasing -pipe -DMODULE -c -o ip_wccp.o ip_wccp.c
