All the files in the proc directory have undeterminable sizes, so the might
appear as 0 when they are not actually empty.
all i needed was "echo 1 > /proc/sys/net/ipv4/ip_forward".

but the best way to do it is to enable FORWARD_IPV4 in the init scripts.
