Well I am not sure about the first one as its your local Unix System Warning
about the CHMOD may be squid home dir do not have proper permissions as you
have used su -

About second question ; in squid-2.3 if you need to run External DNS
process by dnsserver program you need to compile the squid with external DNS
option other wise squid will use internal DNS by default. So this option in
conf file is not understandable for squid process.
